Robert Luebke
 
Civitas Senior Policy Analyst
Dr. Robert Luebke will be speaking about education issues as they relate to the North Carolina budget, giving an overview of the John W. Pope Civitas Institute in Raleigh, North Carolina, and talking about tax issues in general.
Dr. Luebke’s primary areas of research at Civitas are higher education and economic development. His other wider interests include technology policy, American history and political philosophy. Dr. Luebke’s work in education encompasses the areas of finance, governance, planning and policy development and has involved a variety of venues. He has worked as a legislative analyst with the Wisconsin State Legislature and as a policy and planning analyst with the Wisconsin Department of Administration. Dr. Luebke also served as research director for a higher education consulting firm in Washington, D.C., as well as a staff writer for Presidents Ronald Reagan and George Bush (Sr.). More recently, Luebke has worked as a researcher/writer with the Wisconsin Policy Research Institute. He has also assisted numerous public and private efforts dedicated to improving education. Dr. Luebke holds a B.A. in economics and a Ph.D. in higher education administration and public policy, both from the University of Wisconsin-Madison.
